[It's not so much that he wants to. He still thinks that marriage is unnecessary. Being married or not won't change his and Barry's dynamic at all, won't change the way they feel about one another or how committed they are to each other. But, logically, they kind of are married already, in every way that matters except legally. If the "not legally" part is going to make their lives and Dawn's life harder...well, that makes it a pretty easy decision.

[This is...such a weird situation for Hal. Marriage isn't something he ever saw himself doing. It's not something he ever wanted. In fact, it's one of the major reasons why his relationship with Carol never worked out. She wanted to get married and he didn't. Now though...it's weird, but he's not as opposed to the idea as he thought he would be. It's still not something he ever would have brought up if they weren't in this situation but here they are.
To be fair, being committed to someone is something he never thought he'd do either and he's done that for a while now with Barry. He also never saw himself raising kids and yet here he is, raising a kid with Barry. Maybe the real answer is that Barry is an exception to all things when it comes to Hal. He's honestly never questioned anything about his relationship with Barry. It just...is. He's always been someone who isn't sure of what he wants but...that was before Barry. How unbothered he actually is by all this is surprising even to him]
