He lets Barry get his phone but doesn't stray too far, draping over him as soon as he gets close again]

[Hal turned out to be a better dad than really anyone thought he would be, before Dawn showed up in their lives. But no one can doubt it now whenever they see him with her, and how much she adores him, how much he loves her too.
